You're not going to see it at Harris anytime soon. It's from an Italian company (http://www.luminex.it) and the US importer (http://www.zuzka.com) has an exclusive contract with the manufacturer. It's woven from plastic fiber-optic and lit with LED modules at the selvedge.
It's pretty tricky to actually use in clothing; there are some major rules on how you can cut the fabric without hosing up the ability to glow.
